A purpose-built NEMT brokerage serving California's regional center system under DDS Service Code 883.

Our Mission

Transport Dispatch Alliance exists to ensure that individuals with intellectual and developmental disabilities receive safe, reliable, and compliant transportation to the programs and services they depend on.

We operate as a centralized intermediary — connecting authorizing agencies with fully credentialed transportation providers. We do not own or operate vehicles. We manage the entire coordination layer: scheduling, provider assignment, real-time monitoring, compliance verification, and performance oversight.

As defined under Title 17, California Code of Regulations, Section 54342(a)(83), a transportation broker develops routing and time schedules, conducts monitoring and quality assurance, and assists regional centers in implementing contracted transportation services.

Alexandria leads TDA's operations and strategic direction. With hands-on experience in transportation coordination and service delivery, she oversees the day-to-day execution of TDA's brokerage model — ensuring every trip is scheduled, every provider is credentialed, and every participant receives reliable service.

Head of Dispatch

Rocio manages TDA's centralized dispatch operations, coordinating real-time trip assignments across our provider network. She leads the dispatch team responsible for scheduling, route optimization, ride-time compliance, and service recovery — the operational core of everything TDA delivers.

Demetrius drives TDA's regulatory compliance framework, business development, and long-term growth strategy. He ensures TDA operates in full alignment with Title 17, DDS directives, and regional center requirements — while building the partnerships and systems needed to scale responsibly.

Regulatory Foundation

TDA operates under the authority established by California's Department of Developmental Services (DDS) rate reform directives:

  • D-2024-Rate Reform-001 (September 2024) — Full implementation overview establishing multi-year rate reform, 90% base / 10% quality incentive structure, and hold-harmless provisions.
  • D-2024-Rate Reform-006 (December 2024) — Transportation services directive defining Service Codes 875, 880, 882, and 883 (Transportation Broker).
  • Title 17 CCR §54342(a)(83) — Legal definition of transportation broker: a vendor that develops routing, conducts monitoring and quality assurance, and assists regional centers in implementing transportation services.
